Dr Francis Keaney is an Honorary Consultant Addictions Psychiatrist at the South
London and Maudsley NHS Foundation Trust and Honorary Senior Clinical Lecturer in
the School of Medicine at King’s College London. He is also a Trustee and Chair of
Clinical Governance at Phoenix Futures a major U.K. addiction charity that provides
therapeutic residential treatment, community alcohol services and psychosocial
programs in prisons. He is a U.K. Care Quality Commission Special Advisor in
Addictions and a trained Serious Incident Investigator. He is also a Coach & Mentor
and a Member of The Institute of Leadership & Management.
Until his retirement in 2020, for 17 years he provided Consultant Leadership at the
South London and Maudsley NHS Foundation Trust where he was also Deputy
Clinical Director of Addictions. He is actively involved in teaching and research at the
National Addiction Centre, King’s College London, and has over 70 peer reviewed
publications.
Hesham Elarabi is an Addictionologist with over 24 years of diverse professional
experience in mental health and addictions.
Dr. Elarabi brings experience in
executing integrated treatment and care, program and service development, , policy
and advocacy, community medicine and public health, governance, capacity building
and professional training.
He is a well published researcher with particular interest in precision and genomic
medicine, health services and outcomes, public policy and advocacy, treatment
services development and governance, health economics, social psychology, novel
pharmacotherapy including psychedelics, and integration of digital medicine in
mainstream care.
Dr.Elarabi’s research is published in top addictions and psychiatry
journals. Hesham has developed several ‘disruptive’ interventions in the field of
addictions treatment and particularly Medication Assisted Treatment, integrated
behavioural and pharmacological treatment, family therapy and is currently in the
process of patenting his work.

Dr Keaney is dually trained in General Practitioner and Psychiatry and has worked in
both state health services and the independent sector in Ireland, the United Kingdom and Australia. This international experience has exposed him to different
systems of health care delivery and organisational leadership. For 9 years he was a
Governor of the South London & Maudsley NHS Foundation Trust. He has been
Deputy Chair of the Addiction Faculty of the Royal College of Psychiatrists. He was
also Visiting Associate Professor of Psychiatry at Kigezi International School of
Medicine (USA & Uganda).
In 2011, Dr Keaney completed a MBA at the University of Westminster specialising in
Health Service Management, covering among other areas, Marketing, Strategy Development and Management, Organisation and Human Resource Management,
Leadership and Professional Development, Managing Change, Corporate Governance
and Corporate Social Responsibly.
In addition, Dr Keaney has trained with the Dilts
Strategy Group in Generative Consulting to teams and organisations as well as
Success Factor Modelling for Healthcare. He has also trained in individual Generative
Coaching. He continues to update his skills in August 2022 became a Trainer and
Consultant in Neuro-linguistic Programming at the University of California at Santa
Cruz, USA.
Hesham has been instrumental incepting and developing a comprehensive national
addiction response center in the United Arab Emirates, the National Rehabilitation
Center. He spearheaded achieving several milestones related to legislative
amendments, transforming residential care, national situation assessment, designing
the addiction response ecosystem, and functional and architectural design of a 170-
bed standalone facility full continuum of care. Dr. Elarabi assumed several
management roles at the National Rehabilitation Center- Word Health Organization
Collaborating Center in the United Arab Emirates as the Head of Health Education,Training, Research and Studies, Acting Health of Surveillance and Policy, consultant
for Medical Programs, and was a member of several governance, executive, and
clinical practice committed.
Dr. Elarabi has worked with and was trained by United Nations bodies (United
Nations Office on Drug and Crime, World Health Organization), and ranked mental
McLean Hospital an Affiliate of Harvard Medical School, now Mass-General Brigham
McLean. Hesham consulted on an array of projects in community health and in his
capacity at Farcomake Canada based out of London-Ontario, Canada.
Academically, Hesham graduated from Alexandria University in 1997, attained his
Professional Doctorate from Purdue University- USA in 2005, Masters in Addiction
Sciences and Ph.D in Addictions from the Institute of Psychiatry, Psychology and
Neurosciences at King’s College London- UK. Hesham holds a Postgraduate
Diploma in Clinical Psychiatry from University of South Wales- UK, Postgraduate
Diploma in Clinical Psychological Skills from the United Arab Emirates University,
Post Graduate Certificate in Psychology from Brunel University-UK, Post Graduate
Certificate in Project Management from University of Cambridge, and a Certificate
Refugee Trauma from Harvad University. Hesham is American board certified in
Psychiatric Pharmacotherapy, and qualified in Pharmacogenetics, Medication
Therapy Management, and Dialectical Behavioural Therapy. He is qualified to
practice in several countries in North America and the Middle East and North Africa.
Hesham can provide subject matter expertise across developing substance use
disorder and related mental and medical disorder interventions and personalize
programs and treatment, medication assisted treatment, crises management,
situation assessment, national policies, and governance including measurement
based and performance-based care, capacity building, and research (observational,
health services and outcomes, dissemination, and clinical trials).
